This application is a silent proxy server. Once installed on your computer, it lets a hacker use your computer as an unwilling agent for any Internet- or network-based attack. The hacker can send and receive data from your computer, and that data will be traced back to you rather than the hacker. This allows hackers to send abusive or illegal e-mails; try to break into other computers from your computer; or even cause damage to web sites without being traced.
Because silent proxy servers are only useful to hackers if they're running on unsuspecting people's computers, you should not be surprised if you have not heard of this application before. Because it represents a serious security problem for you and could make you party to a crime, you should strongly consider removing it as quickly as possible.
